The OSCE Mission to Skopje announces a vacancy for the following position:
National Legal Officer (shortterm appointment) in the Head of Mission and
Central Services Department / Policy and Programme Support Unit
Candidates must have the following qualifications:
University degree in law;
Master in legal studies. preferably International law, or Bar Exam would be an asset Minimum four уеагѕ of professional experience in practicing law at national including some уеагѕ at international level as an asset
Excellent written and oral oommunication skills in English language and in the local languages
Ability to work with people of different nationalities, religions and cultural backgrounds
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and responsibilities
Valid driving license
Under the direct supervision of the Deputy Head of Mission, the incumbent:
Provides legal advice and assistance to Head of Mission, Deputy Head of Mission, Chief Fund Administration and other Senior Mission Members on a wide range of matters of importance to the lawful and proper functioning of the Mission;
Liaises with Legal services in OSCE Secretariat regarding compliance with and consistent application of OSCE rules and procedures;
Drafts legal opinions and researches, reviews and prepares contracts and other legal documents related to legal and administrative issues in line with lawful and proper functioning of programmatic activities of the Mission;
Advises on personnel matters such as disciplinary cases or appeals against administrative decisions;
Advises on the applicability of international law in regard to reviewing and/or drafting Memoranda of Understanding;
Provides expertise and interpretation of the host country law on wide variety of issues, including the lawful and proper functioning of the Mission and its interest, including but not limited to elections, labor law, criminal law, administrative law, civil law, property, contracts, insurance, court and other bodies' procedures, privileges and immunities, taxation etc.
Analyzes documents and decisions of courts and appeal bodies for soundness of legal reasoning and quality; and performs other duties as assigned.
