The OSCE Mission to Skopje announces a vacancy for the following position: 
 Human Resources Assistant 
 in Fund Administration Unit/Human Resources Division

OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. The Mission’s current activities focus on police development, strengthening of local government institutions, developing projects in the areas of rule of law and media development and implementation of the Ohrid Framework Agreement.

Tasks and Responsibilities

Under the supervision of the National Human Resources Officer and the coordination of the Senior Human Resources Assistant, the incumbent assists with personnel administration and determination of entitlements of Mission Members, and when required, assists in all administrative matters related to recruitment for national and international positions. More specifically, the incumbent:

•        Initiates and administers the separation procedure of outgoing Mission Members;
•        Administers and monitors Mission Members’ entitlements, including home leave and special leave requests, as well as travel entitlements;
•        Initiates, coordinates and follows-up on performance appraisal reports and contract extensions, and prepares contracts for signature;
•        Maintains the health and social insurance benefits of Mission Members;
•        Initiates and processes step increments and compensation of overtime;
•        Processes Salary and BLA advances through IRMA payroll;
•        When required, the incumbent assists on all recruitment matters, including: publishing of vacancy notices; pre-screening of applications for local positions, administering written tests, acting as secretary in interview boards, assisting in preparation of interview questions, performing reference checks, drafting relevant recruitment documents, etc.;
•        Drafts human resources related memos and general correspondence and makes recommendations and suggestions to the National Human Resources Officer on existing and/or new administrative instructions;
•        Participates in presentation of HR part in the Mission’s induction programme for newcomers;
•        Performs other tasks as assigned.


Necessary Qualifications

The candidates should have the following minimum qualifications:

•        Citizenship of Macedonia
•        Completed secondary education, supplemented by formal training in personnel/office administration;
•        Minimum four years’ experience in administrative work, preferably in the human resources field;
•        Computer literate with practical experience with Windows packages and ERP systems;
•        Excellent written and oral communication skills in English and in local languages;
•        Ability to work with people of different nationalities, religions and cultural backgrounds
•        Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities
