Background
OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. The Mission’s current activities focus on police development, strengthening of domestic government institutions, strengthening the rule of law and media development and further implementation of the Ohrid Framework Agreement.

Tasks and Responsibilities

Under the direct supervision of the National Finance Officer, the incumbent:

1. Examines all incoming payment requests to ensure that all certification and documentation is available, checks budget information for correctness and ensures that all documentation complies with the OSCE Regulatory Framework. Processes and prepares payment vouchers and inputs into the General Ledger.

2. Monitors and reconciles all general ledger, asset and liability accounts of the Mission and co-ordinates the reconciliation of the accounts receivable sub-ledger with the general ledger control accounts for all offices of the Mission.

3. Controls programmes’ budgets, reviewing periodically the status of allotment and initiating revisions thereto, preparing detailed budget statements for department and program managers, drafting correspondence and answering queries. Assessment and analysis the Financial Reports received from Implementing Partners and ensures their compliance to the OSCE Common Regulatory System.

4. Assists the supervisor in formulating the yearly budget proposal, ad- hoc budgets, recurrent expenditure reports and cost plans. Reviewing budget information and supporting data and, in relation to past performance reports, preparing and/or consolidating estimates for budget forecasts and budget proposals.

5. Co-ordinates, manages and controls extra budgetary contributions received by the Mission and ensures that expenditures are correctly recorded in the ORACLE financial system.

6. Assists project budget lines in Oracle by entering and maintaining updated records into Project Module. Monitors reports, enters and reconciles interim and final project reports. Maintains updated project file and provides advice to Programme and Project Managers on project financial statuses.

7. When required, briefs and trains mission members in financial procedures and data recording.

8. Preforms other duties as assigned.

Necessary Qualifications

The candidates should have the following minimum qualifications:

• Citizenship of the former Yugoslav Republic of Macedonia
• Completed secondary education supplemented by formal accounting training
• Minimum 4 years of work experience in accounting/financial reporting preferably in an international organization and sound knowledge of accounting rules and procedures
• Computer literate with practical experience Windows applications and experience with the ERP software systems
• Excellent written and oral communication skills in English and in local languages
• Ability to work with people of different nationalities, religions and cultural backgrounds
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
