Background
OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. The Mission’s current activities focus on police development, strengthening of domestic government institutions, strengthening the rule of law and media development and further implementation of the Ohrid Framework Agreement.

Tasks and Responsibilities
Under the supervision of the National Finance Officer the incumbent supports the provision of financial services and assists the Treasury and Finance Assistants.
More specifically, the incumbent:
1. Processes financial documentation and ensures that vouchers are processed, matched to the correct Purchase Order and completed, transactions are correctly recorded, the supporting documentation is available and of the budget information is correct;
2. Prepares travel estimates and corresponding travel prepayments and prepares travel reconciliation invoices ensuring that all relevant supporting documentation is attached and payments are being matched against the correct project number;
3. Ensures that all documentation complies with the OSCE Common Regulatory Framework;
4. Contacts the responsible office to discuss major discrepancies and as necessary, obtains written explanations and certifying signatures before processing;
5. Preforms Supplier/Employee entry into Oracle in accordance with the prescribed instructions;
6. Prepares the submission for the official Mission and Mission Members VAT and Excise claims which includes:
a. Preparation and filling out the claim forms for OSCE and Mission Members, ensuring that correct data is provided;
b. Coordination with the Ministry of Finance and Ministry of Foreign Affairs over the claims submission and documents return;
c. Following the claims refund per invoices and per Mission Member, maintains data on the total taxes return amounts and informs Mission Members on the tax return annual cumulative values and limits;
7. Maintains the proper filing system for financial records and documents, including: extracting, inputting, copying and Serves as a Finance Division Focal Point for the archiving functions;
8. Preforms other duties as assigned.
Necessary Qualifications
The candidates should have the following minimum qualifications:
• Citizenship of the former Yugoslav Republic of Macedonia
• Completed secondary education supplemented by accountancy training
• Minimum 2 years of experience in accountancy or finance
• Computer literate with practical experience with Windows applications. Knowledge of ERP financial modules is desirable
• Excellent written and oral communication skills in English and in local languages
• Ability to work with people of different nationalities, religions and cultural backgrounds
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
Remuneration Package
Monthly remuneration, subject to social security deductions, is approximately EUR 1,020.00. Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
