Background
OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. The Mission’s current activities focus on police development, strengthening of domestic government institutions, strengthening the rule of law and media development and further implementation of the Ohrid Framework Agreement.

Tasks and Responsibilities
Under the direct supervision of the Senior Democratic Governance & Social Cohesion Officer and within the scope of the Human Dimension Department, the incumbent is responsible for the conceptualization, implementation (mid and full-term) evaluation of the specific portfolio(s) within HDD’s cluster Projects and other interventions within the respective Unit. The incumbent is expected to work on (but not limited to) social cohesion with a specific emphasis on education and youth.
More specifically, the incumbent:
1. Project implementation and on-site technical assistance
• Implement the assigned portfolio within the scope of the Human Dimension’s cluster project on Social Cohesion ensuring achieving the desired outputs.
• Plan quarterly activities and measure against delivery quarterly. Ensure monitoring and evaluation of the portfolio against the HDD’s outcomes and outputs.
• Conduct meetings with central and local government officials to present the OSCE Democratic Governance and Social Cohesion project objectives and activities, gauge interest and establish/evaluate cooperation.
• Providing advice, preparing and/or delivering training to relevant stakeholders when requested and empowering of relevant counterparts – including youth organizations.

2. Analyses, monitoring and reporting of the democratic governance process
• Day-to-day monitoring of the media sources for news, follow-up on relevant laws, monitoring the activities and policies of the government and the international community in the field of democratic governance, including their assistance programmes and trainings.
• Reporting on policy developments, drafting internal briefing materials and other relevant documents.
• Conducting regular meetings with relevant stakeholders to ensure Unit’s presence and Programme identification, development and implementation.
3. Other duties as assigned
Necessary Qualifications
The candidates should have the following minimum qualifications:
• University degree in Law, Political Sciences, Social Sciences, Economics, international relations, international human rights law, development and democratisation or other fields in humanities and Social Sciences;
• Minimum two years professional experience in democratic governance at national level or in an international organization or national or international non-governmental organization with practical experience in conducting and managing training activities in the country;
• Demonstrated experience in drafting project proposals, analytical reports, research and project outlines. Demonstrated experience in Project Management;
• Professional knowledge of the English and Macedonian language.
• Working or higher knowledge of another language of the country is desirable.
• Computer literate with practical experience with Windows applications;
• Ability to work with people of different nationalities, ethnicities, religions and cultural backgrounds
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
• Holding a valid driving license.
