National Intern in Fund Administration Unit – General Services/Procurement Background

The Fund Administration Unit comprises four Selections: Finance, Human Resources, Information Technology and General Services. The functions of Procurement, Transport and Logistics are within General Services, and the Procurement Office comprises two staff under supervision of the General Services Officer, and provides the Mission’s purchasing functions.

Fair open and transparent procurement processes are an essential component for the full implementation of the OSCE Mission to Skopje’s mandate, with the sole objective of fully meeting the requesting program’s technical requirements, delivery deadlines and obtaining best value for money for the OSCE’s or donor organization’s funds.

Tasks and Responsibilities

Under the supervision of the General Services Officer, and the Senior Procurement Assistant, the intern shall:

• Provide assistance in the implementation of all procurement activities related to the 2017 mid to year purchasing;
• Support the preparation of tender dossiers; requests for quotations, public advertisements (OSCE website and / or local media), purchase orders, contract renewals and extensions and contract documentation;
• Extract data, statistics and draft summaries;
• Participate in meetings with internal stakeholders, potential or existing suppliers or service providers; drafting minutes when required;
• Assist in the organization of events of the Fund Administration Unit;
• Provide technical advice and assistance to requesting programs, and administrative support or assistance when required.

Necessary Qualifications

The candidates should have the following minimum qualifications:

• Citizenship of the former Yugoslav Republic of Macedonia
• Applicants should be under 30 years of age, with completed at least two years of full time post-secondary higher education in Purchasing and Supply, Logistics, Public Administration, Law or a related field, in an accredited institution, or have completed a first or advanced degree in any of the above fields no longer than two years before the application deadline;
• Interest in the areas of public procurement, purchasing, supply and logistics;
• High motivation, willingness to acquire new skills and team-work spirit;
• Ability to establish and maintain a constructive working relationship with internal stakeholders and external suppliers;
• Computer literacy, knowledge of IRMA applications and good knowledge of internet research tools;
• Excellent command of English, Macedonian and Albanian language would be considered an asset;
• Ability to draft concise and well-formatted documents;
• Ability to work in an international environment with people from different social, ethnic and educational backgrounds.

Remuneration Package

Please note that the OSCE is not in a position to pay any remuneration during the period of internship, nor reimburse travel expenses.

The selected intern may participate in the group health insurance scheme at his/her own expense, but the OSCE will cover life and accident/disability insurance. If the intern opts to arrange his/her own medical coverage, he/she shall provide evidence of medical coverage for the duty station he/she applies to, and for any eventual duty trip destinations.

The internship will be on a full-time basis, for a maximum period of 6 months. The internship will not, in any way, constitute a promise of a future employment with the OSCE.
