Background

OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. The Mission’s current activities focus on police development, strengthening of domestic government institutions, strengthening the rule of law and media development and further implementation of the Ohrid Framework Agreement.

Tasks and Responsibilities

Under the overall oversight of the Head of the Human Dimension Department, the incumbent contributes to the development, implementation and evaluation of projects, focusing on the implementation of national strategies promoted by the government in areas that include prevention from discrimination, tolerance and combatting hate rhetoric. The incumbent is expected to work in the capacity-building assistance of judicial stakeholders and other institutions with a stake in the areas that fall under the Mission’s Mandate.

More specifically, the incumbent:

1.    Drafts and develops proposals, monitors implementation and manages budgetary matters of the portfolio(s) under their purview including project cycle management under the Mission’s Mandate and supported through the Human Dimension Department with local state and non-state partners.
2.    Develops and maintains effective contacts with representatives of local authorities, international organizations, donor community representatives, local CSOs through participation in meetings. She/he conducts meetings with relevant interlocutors, attends events, and, if requested, represents the Mission at meetings with state and non-state partners. In addition, cooperates with the OSCE institutions, other field presences, international organizations of relevance, as appropriate and necessary in carrying out particular tasks and the general objectives of the unit.
3.    Raises public awareness, supports country’s reforms related to Human Dimension activities particularly in relation to prevention of discrimination and combating hate rhetoric; including participation in events and participated in relevant legal research in line with its OSCE commitments in the various areas of interest and fosters capacity-building among state and non-state partners.
4.    Fosters capacity-building for state and non-state partners by assisting them in the implementation of projects as well as in promoting the implementation of international guidelines/recommendations.
5.    Monitors judicial and legislative reforms, conducts legal analysis and provides review and analyses of draft legislation.           
6.    Drafts, translates written documents and correspondences with local authorities, international organizations, representatives of the local CSOs, as well as interprets oral communications in the course of performing the assigned tasks and responsibilities.
7.    Performs other duties as required.

Necessary Qualifications

The candidates should have the following minimum qualifications:

•    Citizenship of the former Yugoslav Republic of Macedonia
•    First level university degree in law, political sciences, international relations, international human rights law or other human rights related fields.
•    Minimum of two years in law practice, or of experience in a related professional area, such as a State Body or/and for a local or international NGO (specialised on human rights or legal issues) or/and for an International Organisation (specialised on human rights or legal issues);
•    Experience in drafting reports, project proposals, conducting legal research and analyses and negotiation skills;
•    Computer literate with practical experience with Microsoft applications
•    Excellent written and oral communication skills in English and local language(s).
•    Ability to work with people of different nationalities, ethnicities, religions and cultural backgrounds
•    Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
•    Holding a valid driving license.
