ADMINISTRATIVE OFFICER

BRIEF PROGRAMME DESCRIPTION:
The EU co funded “Countering Serious Crime in the Western Balkans” project is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH – GIZ. The project is composed of 4 areas of intervention with the overall objective to counter Serious Crime in the Western Balkans. The technical expertise will be provided by EU Prosecutors and Legal Advisors.

Duration: January 2018 – December 2019

MAIN TASKS AND RESPONSIBILITIES:
• Ensures the strict application of the GIZ O+R;
• Manages the daily accounting and manage both the Cash-book and Bank-book;
• Maintains and administers the GIZ financial systems within the project in accordance with the guidance of the Head of Finance and Administration Officer, GIZ HQ book-keeping and financial controller;
• Efficient processes of all local payments in compliance with GIZ and EU procedures and daily invoice checking, processing and record keeping;
• Liaisons with the GIZ HQ in the country in relation to booking costs and checking invoices;
• Ensures detailed financial records are kept in the formats needed for GIZ internal controlling, internal audits and for EU audits;
• Monitors and regular reports on the spent and planned resources;
• Communicates with partners of the project;
• Organizes events, meetings, conference and trips with the region and to the EU
• Permanent interaction with the ECT/Focal Point for the ECT (EU Prosecutor and Legal Advisor)
• Provide administrative support to the EU Prosecutor in the implementation of area I and IV of the Action;
• Provide administrative support to the Legal Advisor in the implementation of area II and III of the Action;
• Provide administrative support to the Sub Project Manager “ORF South East Europe - Legal Reform”;

REQUIRED ENTRY QUALIFICATIONS AND COMPETENCIES:
• Bachelor’s degree in economics/business or at least 8 years of relevant professional experience
• At least 3 years of previous experience in accounting in the context of EU-funded projects
• Organizational skills, experience with organizing events, meetings, conference and trips
• Proficient IT skills (in particular: Word, Excel, SAP)
• Personal and interpersonal skills, including excellent team-working and communication skills.
• Attention to detail and accuracy, in particular in relation to accounting or budget monitoring
• Customer and service-oriented attitude, fast-learner and willingness to be flexible and prepared to contribute to the company in other duties as required.
• Experience with the Legal Sector/Politics and or International Cooperation will be considered as a significant advantage
