1. Administrative Officer
Duration: up to 9 months (from 01st of April 2020)
Weekly working hours:
40 (100% occupational rate with possibility for 80% occupational rate)
1. Core scope of tasks
A. Responsibilities
The Administrative Officer is responsible for
ensuring that
financial and contractual administration functions well in accordance with GIZ standard procedures
financial planning, monitoring and accounting for GIZ-assisted projects
management of local subsidies (checking supporting documentation, list of expenditure and requests for disbursement on accordance with budget plan)
supporting
budget plans for the programme, budget revisions, financial reports, status of funds and expenditures and reporting to the programme advisors and the programme head office in Germany
drawing up the annual
internal controlling schedule and reports
The Administrative Officer performs the following tasks:
B. Tasks
1. Administration and finances
The Administrative Officer
helps prepare programme budget planning, monitors income, expenditure and the monthly bank reconciliation
prepares documents, bills and receipts for accounting processes further handled by the GIZ country office and programme head office in Germany
assists with the monitoring of expenses (incl. running the monthly accounting plans) in accordance with the budget and also follows-up on the correct booking of expenses in GIZ systems
audits project accounting
2. Internal control and procurement
The Administrative Officer
checks the vouchers and receipts submitted by the projects/programmes for completeness and allocation to cost units and categories, and corrects these where necessary
advises on financial aspects of projects
procures materials and equipment locally, monitor markets, issues invitations to tender and processes orders in accordance with GIZ regulations
3. General services for GIZ-assisted projects
The Administrative Officer
prepares monthly and annual budgets and monitors deviations
submits the end-of-month accounts from the project accounting, cash books and account balance vouchers (through or from WINPACCS) to the officer responsible for the contract and cooperation and forwards them to GIZ Head Office
prepares quarterly/annually analyses of expenditure compared to total project budget (budget monitoring)
prepares financial contributions
is responsible for filing documents in reference files or in DMS in line with GIZ’s filing rules, especially contracts and finances
4. Other duties/additional tasks
The Administrative Officer
performs other duties and tasks at the request of management.
C. Required qualifications, competences and experience
Qualifications
Higher education degree in business administration, (sport) management, economics or other relevant subject
Professional experience
at least 5 years of relevant professional experience in a comparable position, preferably within GIZ
at least 5 years of relevant experience in finance management
experience in cooperation with NGOs and local administration desirable
Other knowledge, skills and additional competences
in-depth knowledge of accounting software
good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, SAP)
confidential handling of data and information
fluency in English, knowledge of Serbian/Croatian and Albanian, German would be an asset
good management and organisational skills
customer and service-oriented attitude
willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

The junior project coordinator is responsible for
ensuring that the
S4D project secretariat-related administrative and logistics processes run smoothly
maintaining of a good
flow of communication and information between all involved institutions and GIZ counterparts
preparation of
contracts based on input of project manager and advisor as well as
monthly budget planning in accordance with the finance management
managing knowledge by disseminating and documenting know-how
supporting to
monitoring of project activities and
assistance to overarching M&E measures, collecting facts & figures;
The Junior Project Professional performs the following tasks:
B. Tasks
1. Administration and accounting
The Junior Project Coordinator
assists the project with all organisational and management issues
manages incoming and outgoing correspondence
assists national and international experts in carrying out their work in Skopje and in the region
is responsible for preparing payments and controlling expenses for project activities in accordance with the prevailing provisions
processes settlement of applications for the reimbursement of travel expenses
supports procurement and contract management
helps to organize events and documents meetings, workshops and seminars within or outside the programme (e.g. contracting, procurement, insurances).
2. Monitoring, research and evaluation
The junior advisor / junior technical professional
puts together an overview of programme activities, updates information on project progress, deadlines etc. and presents this regularly at team meetings
draws up media analyses, participates in fora and public hearings on issues directly connected with the programme
assists with planning, coordinating and documenting meetings, workshops, seminars and other project activities with a focus on technical aspects
orders and distributes PR materials on the programme as well as GIZ PR materials
in consultation with advisors and evaluation experts, he/she prepares and carries out research projects
3. Knowledge management
The junior advisor / junior technical professional
assists in drawing up reports and translations
keeps the project database (DMS, S4D toolkit) always updated
assists in communicating, updating and collecting information on S4D in the Western Balkans
moderates and takes minutes of team meetings
Other duties/additional tasks
The junior advisor / junior technical professional
assists team members and other experts, if necessary as translator
performs other duties and tasks at the request of management
Required qualifications, competences and experience
Qualifications
University degree in social science, sport management, business administration or in a subject related to the tasks
Professional experience
At least 3 years professional experience in a comparable position (admin/research assistant/project assistant)
Other knowledge, additional competences
experience of project management and research experience in an area related to the programme’s requirements is desirable
good understanding of project and financial management
excellent knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
very good command of the English language, knowledge of the German language would be an asset
excellent management and organisational skills, experience in event/workshop management
initiative and constructive thinking and customer and service-oriented attitude
pro-active working style and solution-oriented attitude
ability to quickly learn new tasks and understand new systems and processes
willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
