offer the vacancy of:

Administration Specialist – (re-advertisement)

Duration: Employment is planned to start in March 2022. We offer a contract of limited duration until August 2025 under local/national regulations.
Weekly working hours: 40 (full time position)
Band: 4

I. Background

The new EU co-funded media assistance project will provide tailor-made support to independent media outlets in the Western Balkans to enhance their economic performance and audience reach and improve their capacities The project will address the growing challenges that independent journalism is facing by strengthening the diversification of business models, improving the quality of audience research, fostering regional networking and supporting digital modernization and innovative content development.

II. Main tasks and responsibilities:

A. Responsibilities

- Providing administrative services for the regional project “Support to Media Freedom and Pluralism in the Western Balkans” in the project office in North Macedonia and if necessary supporting also other regional offices
- Provide timely, accurate financial information and ensure that Grants expenditures are in line with specific GIZ/donor requirements.
- Contributes towards the organisational development of implementing partners: budget monitoring and financial reporting
- Supports the full cycle of grants management activities.

B. Tasks

Coordination
- Ensures that information is exchanged between project/programme staff, partners/beneficiaries, implementing partners and other institutions
- Assists the running activities with all organisational issues and logistical organization of events
- Supports the supervisor in synchronising the output project planning and budgeting system
- Provides full orientation to partner organizations on how to deal with Financing arrangements in accordance with GIZ rules and regulations.
- Monitors the contractually agreed reporting of partners.
- Checks proposed budget and ensures compliance with GIZ rules and regulations.
- Follows up on the detailed list of expenditures, statement of accounts submitted by the partner organization and on their cash flow and call of disbursements
- Review partner budgets and provide assistance and guidance where necessary including the monitoring and interpretation of project budgets versus actual expenditures.
- Support, train staff and partners on donor policies, rules and regulations.
- Facilitate timely partner advance request and liquidation in SAP.
- Together with the regional project managers, monitors communication and interaction between governmental institutions, NGOs and society by analysing the media, engaging in direct dialogue, and participating in meetings and seminars etc

Administration

- Ensures that administrative procedures function in accordance with GIZ standards and that management services related to administration (contracts, travel & event, procurement of goods, inventory, and IT) are executed based on GIZ rules and procedures.
- Provide technical assistance in terms of accounting (use of SAP), financial management, financial policy formulation, and systems of internal control to all partners/grantees to ensure compliance in terms with donor rules and regulation
- Assisting in managing confidential files, specifically in the areas of personnel and finance

Finance and accounting

- Performs regular financial monitoring for all 3 outputs for project activities in North Macedonia (monthly SAP review and reporting to the supervisor and the head of finances of the project based in Belgrade)
- Supports cost-output- monitoring (KOMP)
- Manages and monitors the monthly accounting and financial plans
- Monitors the project inventory using On-Site Asset software tool
- Checks requests for funds before release

Other duties/additional tasks

- Performs other duties and tasks at the request of the project leader (AV)
- Supports overall project planning and monitoring
- Assists in preparing reports
- Conducts surveys and research in administrative matters
- Establishes and maintains an overview of other relevant donors’ activities

III. Required qualifications, competences and experience

- University degree in relevant specialisation and qualification in business administration desirable (equivalent of BA or MBA)
- At least 5 years’ professional experience in a comparable position
- Minimum of 3 years’ experience in donor funds grants administration
- Excellent and demonstrable experience in grant and financial management.
- Experience providing capacity development assistance to sub-grantees strongly preferred
- Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office), as well as a willingness to get involved in new applications;
- Very good knowledge of the English language, ideally a basic knowledge of German
- In-depth understanding of financial planning and accounting
- Outstanding knowledge on Financing arrangements preferably within GIZ and preferable in co-financing with the EU
- Broad experience of grants management and administration
- Team spirit, contributing actively to the team
- Very good communication skills, esp. in dealing with people
- Strategic thinking and effective contribution to own work and Organizational development
